MANILA (Reuters) - Former Philippine President Rodrigo Duterte was almost certain to be elected mayor of his home city by a landslide on Monday, unimpeded by his detention at the International Criminal Court on charges of murder as a crime against humanity.

MANILA -- Tens of millions of Filipinos have voted in the country's midterm elections, which will decide half the 24-strong Senate, all 317 members of the House of Representatives and thousands of local municipal leaders and legislators.

Even though he is detained in The Hague, former Philippine President Rodrigo Duterte is among the candidates vying for some 18,000 national and local seats in Monday's midterm elections that analysts say will decide if he and his family continue to hold political power.
